What happens to NRR when a match is completely washed out or abandoned without a ball bowled?

If a match is abandoned with no result or ends in a complete washout without a ball bowled, it does not count toward either team's NRR calculations. Only matches that produce a legitimate result or reach minimum over thresholds are computed.

Why does being bowled out hurt a team's NRR so severely?

The ICC all-out rule assumes that a team having 10 wickets available had the full allocation of overs to score runs. If a team gets bowled out for 80 in 11 overs of a T20, their run rate is 80 / 20 = 4.00, rather than 80 / 11 = 7.27. This ensures teams cannot manipulate NRR by collapsing early.

Can a team win a match but still end up with a negative overall tournament NRR?

Yes. Net Run Rate is cumulative across all matches. If a team lost three previous matches by 80+ runs each (-3.50 NRR) and subsequently wins a single close game by 2 runs (+0.10 NRR), their cumulative tournament NRR will still remain deeply negative.
